The granulated sugar and garlic helps make this seasoning recipe shakable. You always need to counter balance brown sugar with granulated or raw sugar. This reduces the moisture and makes your seasoning blend shakable. I'm sure your asking why even use brown sugar, it's for the rich carmel flavor and sweetness.
